Procurement of Services

The National Petroleum Corporation provides many opportunities for suppliers, contractors and consultants to work with us.

Most of these opportunities are related to local projects, but there are also a limited number of opportunities to tender for contracts involving international agencies such as the Caribbean Development Bank and the Inter-American Development Bank.

The NPC offers open and fair competition in all our procurement activities with mechanisms to ensure that integrity is respected in all of its activities.

NPC Criteria for Assessment of Civil Works Contractors:

Technical criteria

The criteria for a contractor to be considered for a project is dependent on whether the road works are to be undertaken on a primary, secondary or tertiary (cart) road.

    To be considered for a

  • primary road: the contractor must achieve an average of 80% or more on the Performance Score Card. NB: A primary has major traffic flows
  • secondary road: the contractor must achieve an average of 70% or more on the Performance Score Card. NB: A secondary does not have has major traffic flows
  • tertiary or cart road: the contractor must achieve an average of 60% or more on the Performance Score Card.

Evaluation criteria

    Each contractor is evaluated under the various headings:

  • Ability to execute work-deliverability specifically with regard to:
    • Excavation
    • Reinstatement
    • Remedial work
  • History of work with the Corporation
    • Working relationships with NPC officers
    • Contract management
  • Quality of work
    • Suitability of equipment
    • Planning
    • Quality of the labourers
    • Traffic/pedestrian control
    • Signage
    • Lighting
    • Public relations
    • Technical accuracy
  • Compliance with standards and codes of practice
    • With MPT specifications
    • Proper backfilling/material, etc.
    • Proper reinstatement-materials
    • Work rate, etc.
    • Health & safety/contractor management rules

Strict criteria guide the procurement of goods, services and consultants for specially sponsored projects.
